Operations Director

 

This position at our West Covina site is responsible for the management of the clinic operations and the outreach programs operations. Assures that sites and programs meet and comply with regulatory agencies accreditation standards, program regulations and payer requirements. Ensures all appropriate policies and procedures are in place. Responsible for effective communication between all sites.

PRINCIPAL RESPONSIBILITIES:·         Develop, standardize, and implement effective policies and procedures, as applicable to assure optimal performance. Provide direct management and oversight to the following organizational components: 1.      Clinic Operations –including all clinic operating activities at EVCHC facilities. Direct supervision of the Clinic Manager and HIV Care Coordinator. 2.      Outreach Education Services –including all outreach education program activities. Direct supervision of Outreach Education Coordinators. 3.      Marketing & Patient Retention –including all activities to support enrollment and retention of Medi-Cal and Medicare patients as well as patients with other third-party healthcare coverage. Direct supervision of Health Promotion manager; 4.      Purchasing of non-pharmaceutical or medical supplies for the organization. Direct supervision of purchasing clerk. 5.      Facilities –including activities to ensure the proper upkeep of the facilities and owned vehicles. Direct supervision of driver and the Facilities Manager. 

Develop and measure performance standards for all operating positions;  ensuring consistency and compliance with contract and program requirements. Develop and maintain an ongoing and consistent training program for clinic support staff. Ensure that clinic systems are efficient and support appropriate patient access.  Responsible for compliance with site and program audits and required reporting to contract/grant sources.  Work closely with the Medical Director to ensure that operating systems facilitate provider productivity standards.  Work closely with Director of Finance to monitor financial performance of clinic sites and programs. Develop action plans to ensure financial stability.  Maintain current working knowledge of the health care environment as it relates to program operations. This includes government rules and regulations, changes in reimbursement, changes in the local market, and other key factors impacting patient access and service provision.  Work with the CEO and members of the management team in developing clinic/program and business plans.  Participate in the annual budget process.  Participate in the implementation of HIT activities as appropriate.  Manage program reporting requirements. Ensure that management reports to the CEO and other members of the management team are appropriate and timely.  With the Medical Director and as appropriate, with other members of the management team evaluate programs for type of services and the quality of services being delivered. Interface with Board Members to provide information on clinic operations and activities. Participate in board committees as required. Participate in Risk Management activities.  Maintain a safe, healthy working environment.  Perform other duties as assigned.

Requirements/Qualifications: Five or more years of health care administrative experience, including hands-on management of health care primary care medical practice; experience managing a Community Health Center operations preferred; extensive senior management experience required.  Master’s degree or equivalent experience required. 

Knowledge: Strong interpersonal and personnel management skills; strong systems focus and perspective; knowledge of billing process; knowledge of regulatory environment; knowledge of Federal, State and County health care programs. Knowledge of CLIA, OSHA, and BPHC regulations; knowledge of daily practice operations.   Knowledge of Program requirements (PACT, CPSP, PPP, etc).

Abilities:  Ability to think strategically; ability to interact and work well with staff and management; ability to perform multiple tasks at once; ability to set priorities and organize work responsibilities to insure completion of assigned tasks within agreed upon time span.

Registered Dental Assistant

 

Part-Time Dental Assistant at West Covina site.  Under general supervision of the Dental Director, provides a range of clinical, administrative, and staff support to a full-range dental services operation.  Assists in the performance of dental and radiography procedures; prepares and maintains dental equipment and supplies in accordance with established protocol and procedures, policies, standards, and assists in the coordination of day-to-day patient administration, records management, and office support activities.

Responsibilities:  Provides chair-side assistance to dentist in the performance of dental procedures. Prepares, sterilizes, and organizes dental supply and dental equipment according to OSHA and Clinic Standards. Maintain housekeeping records. Sets-up trays for procedures. Takes radiographs as directed by dentist (only assistants who have completed courses on radiation safety). Develops and processes dental radiographs in accordance with provider orders. Assists in the monitoring and maintenance of radiation safety procedures and protocols. Orders and maintains inventories of dental clinic supplies. Interacts with and processes dental clinic patients. Performs telephone triage and conducts patient interviews. Maintains dental laboratory slips. Creates and maintains dental records in accordance with established protocol and procedures. Assists in monthly reporting and quality improvement activities. Performs miscellaneous job-related duties as assigned by the Dental Director.

Requirements/Qualifications: Current knowledge of and ability to follow a full range of dental clinical procedures and protocols. Knowledge of supplies, equipment, and/or services. Knowledge of ordering and inventory control. Knowledge of planning and scheduling techniques. Ability to work as a team member within a clinical environment. Interviewing skills. Ability to operate, maintain, and troubleshoot a wide range of dental equipment in accordance with prescribed procedures and standards. Four-handed dental assisting technique. Knowledge of sterilization procedures. Knowledge of radiation safety procedures, standards, and protocols. Ability to develop and process dental radiographs. Certificate from accredited dental assistant program. High school diploma or equivalent. Successful completion of California Board of Dental Examiners-approved radiation safety course. 1-2 years experience directly related to the duties and responsibilities specified. Current CPR certification. Bilingual English/Spanish. Current radiology cert.; 1yr. experience; Bilingual Spanish/English. EOE.

Part-Time Medical Assistant

 

Part-time Medical Assistant needed in West Covina clinic. Exp. Preferred. Hours vary. Must be Bilingual English/Spanish. EOE. .

Responsibilities: Responsible for patient’s vitals including blood pressure, weight, height, temperature, pulse and history of present illness. Documents chief complaints as stated by patient. Provides immunizations, draws blood, perform hematocrit and other basic test when requested by clinicians. Administers injections as indicated by provider.  Reviews immunization record. Responsible for maintaining a steady patient flow for the clinicians. Performs vision and hearing test for patients as needed. Responsible for keeping exam rooms clean and well stocked with necessary medical supplies. Responsible for maintaining program logs, as assigned by Supervisor and/or Clinic Manager.  Reviews all forms to insure that charts are completed after each patient visit. Reviews encounter form for completeness. Responsible for providing final instruction and patient education as directed by medical provider.  

Requirements/Qualifications: Medical Assistant Certificate. Ability to work well with patients. Bilingual in English and Spanish and bicultural.

Part-Time Receptionist

 

Part-time Receptionist needed for busy Community Health Center in Pomona. Exp. preferred. Heavy phones, Must be bilingual, Span/Eng. Good computer skills. Hours vary.

Responsibilities:  Greet patients and other clinic visitors. Answer all incoming telephone calls and routes them to the appropriate department and/or personnel. Schedule appointments by phone and in person. Assists with checking patient eligibility. Print receipts for payments received. Obtains required information from patients. I.E. photo I.D., insurance card, Medi-cal, Medicare, and/or Social Security card. Assist patient with filling out forms. Pull scheduled appointment charts prior to appointment. Confirm appointments. Under the provider direction, complete patient no show follow-ups. Other job duties as assigned.

Requirements/Qualifications: Excellent customer service skills including good phone manners to care for patients and guests on a continual basis. Must be bilingual in English and Spanish with excellent language and communication skills. Patient relations, customer service and interpersonal skills required.
